A. E-Filing (Angela Tripp; Candace Crowley)
SCAO published an e-filing rule for comment on May 2, 2013. Comments are due by September 1, 2013. Legal services programs have been discussing e-filing and are concerned that such a system might create barriers to access to the courts by self-represented and low income litigants. The State Bar has a committee working on a draft comment.
We'd like to update the Planning Body on the SCAO process and the Bar comment process. We'd like the Planning Body to consider joining in the Bar comment or separately commenting on the proposal.
B. Fees/Fines/Costs (Hon. Elizabeth Hines; Miriam Aukerman; Bob Gillett)
The SPB adopted a report on this issue at its April 2012 meeting. Since then, an ad hoc committee including members of the Planning Body, the ACLU, and the State Bar's Criminal Issues Initiative have been working with other groups to elicit support for the proposal. Based on this work (and on discussions with members of the Michigan District Judges Association) the group will be bringing a revised court rule proposal and report to this meeting.
C. Indigent Criminal Defense (Dawn Van Hoek; Deierdre Weir)
We are delighted to report that the Indigent Criminal Defense bill was signed into law on July 1. We'd like to have a report on the substance of the bill; next steps in its implementation; and the expected impact of the bill on local public defenders.

D. The U.S. Supreme Court---2013 term (Denise Hood, plus one or more other speakers)
There have been a number of recent U.S. Supreme Court cases that impact issues of interest to the planning body---these include the decisions invalidating parts of the Voting Rights Act; the DOMA decision; the ICWA decision. We'd like to have a report on and a discussion of these cases.

On the other areas that the SPB has been following, we are inviting written reports prior to the meeting or brief oral reports at the meeting.
