The meeting will be at the State Bar Building, 306 Townsend St., Lansing, Michigan. Lunch will be served at 12:00 noon.

I.   Welcome and introductions. (Denise Hood)

II.   Administrative Items

    A.   Membership

      Thanks to everyone who suggested new members. We'd like to welcome the following new members to the SPB:

        Martha Gonzalez-Cortes (Michigan Department of Civil Rights)
        Michele Hall (Legal Aid and Defender)
        Margery Klausner (Counsel and Advocacy Law Line)
        Don Rockwell (State Bar of Michigan)
        Jon Sacks (Michigan Indigent Defense Commission)
        MaryAnn Sarosi (Michigan Committee on Juvenile Justice)
        Joon Sung (Legal Aid and Defender)

    B.   Officers

      Denise Hood will become Chief Judge of the U.S. District Court for the Eastern District of Michigan in January and feels that she needs to step down as chair. If any current members have an interest in assuming a leadership role with the SPB, as chair or serving on the agenda committee, please contact any of the current Agenda Committee members.

    C.   2016 meeting schedule

      We have been meeting on the 3rd Wednesday of January, April, July, and October. If we continue this schedule, our 2016 meeting dates would be:

        January 21
        April 20
        July 21
        October 20

    Please check your 2016 calendars. We'd like either to confirm this schedule or come up with a new schedule on the 21st.

III.   Discussion items

    A. State Court Administrative Office

        The Hon. Milton Mack, the new State Court Administrator, will introduce himself and talk about his goals in the new position and areas of shared interest between the SCAO and the Planning Body.

IV.   Updates

          On the other areas that the SPB has been following, we are inviting written reports prior to the meeting or brief oral reports at the meeting. Please let us know if you would like to give an oral report at the meeting.

          We have noted some issues where there have been developments and we are expecting an oral report. If you feel like you need more than 5-10 minutes for an in person report or if you would like to move a topic from the shorter report to the longer report section of the agenda, please contact Bob Gillett at rgillett@lsscm.org . If you have written materials, please send them to Bob and to Scott Ellis scoellis@mplp.org electronically.

      A.   Longer Updates

          1.   Ability To Pay Workgroup (Miriam Aukerman, Libby Hines, Bob Gillett).




          2.   Reorganization of the appellate system for indigent criminal defense (Dawn Van Hoek).
          3.   The Future of the Legal Profession (Libby Hines, Linda Rexer, and others).

          The State Bar Task Force has begun to do its work. The main committee is chaired by Julie Fershtman and Bruce Courtade. The Access to Justice subcommittee is chaired by Linda Rexer and Libby Hines.

          4.   Immigration update (Susan Reed).

          The federal DAPA (Deferred Action for Parents of Americans) program is still enjoined. The Michigan Immigrant Rights Center is part of a coalition of immigration services providers planning a program to reach out to DAPA-eligible individuals if/when the injunction is lifted.

          5.   E-filing update (Angela Tripp).

          A package of bills that would create a statewide e-filing system was introduced recently.
