The meeting will be at the State Bar Building, 306 Townsend St., Lansing. Lunch will be served at 12:00 noon.

I.   Welcome and introductions. (Denise Page Hood)

II.   Discussion items:

      A.   The U.S. Supreme Court---2013 term

There have been a number of recent U.S. Supreme Court cases that impact issues of interest to the planning body---these include the decisions invalidating parts of the Voting Rights Act and the DOMA decision. We'd like to have a report on and a discussion of these cases.

      B.   New Michigan LEP Rules

On September 11, the Supreme Court announced two new language access court rules, one requiring courts to appoint interpreters for LEP court users in every civil and criminal case and the other creating a Foreign Language Review Board to assist in the administration of interpreter services.

We'd like to have a discussion of the new rule and SCAO's plans and efforts to implement the new rule.

      C.   Federal Government Shutdown

The federal government officially shut down on October 1, 2013. This shut down had an immediate impact on some federal programs services; a delayed impact on other federal programs and services; varying impacts on state and local government programs that rely on federal funds; and varying impacts on the non-profit organizations (including legal services programs) relying on various federal source funds.

We'd like to have a discussion of impact of the shutdown on services across the state.

On the other areas that the SPB has been following, we are inviting written reports prior to the meeting or brief oral reports at the meeting. Please let us know if you would like to give an oral report at the meeting. If you feel like you need more than 5-10 minutes an in person report, please contact Bob Gillett at rgillett@lsscm.org. If you have written materials, please send them to Bob electronically.
