[SPB Agenda 7-20-16 (doc)|^spb-agenda-7-16.doc]
The meeting will be at the Legal Aid and Defender building, 613 Abbott St., Detroit, Michigan. Lunch will be served at 12:00 noon.
h3. I. Welcome and introductions. (Denise Hood)
h3. II. Discussion items
h4. 1. Police Violence in the African American Community.
While police violence has been an issue in Detroit and nationally for generations, there has been increased national awareness of the issue since the killing of Michael Brown in Ferguson, Missouri in 2014. A series of killings since then—including the recent deaths of Alton Sterling and Philando Castille—have kept this issue in the national spotlight.
We're attaching the recent NLADA statement on this issue. We would like to have a discussion of community interest in and responses to the problem; the impact of police violence in Michigan; and whether there are actions that legal aid and public defender programs can take to work with our minority communities to address this issue.
h4. 2. The future of the legal profession (Linda Rexer, Candace Crowley, Ang Tripp).
At the April meeting there was a presentation on the final report from the State Bar's 21st Century Task Force. There has been very prompt action to implement some of the recommendations addressing access to justice. Linda and Candace and Ang will update us on those actions.
h3. III. Updates
On the other areas that the SPB has been following, we are inviting written reports prior to the meeting or brief oral reports at the meeting. Please let us know if you would like to give an oral report at the meeting.
We have noted some issues where there have been developments and we are expecting an oral report. If you feel like you need more than 5-10 minutes for an in person report or if you would like to move a topic from the shorter report to the longer report section of the agenda, please contact Bob Gillett at <rgillett@lsscm.org>. If you have written materials, please send them to Bob and to Scott Ellis <scoellis@mplp.org> electronically.
h4. A. Longer Updates
h4. 1. National and state efforts on bail reform (Val Newman and Miriam Aukerman)
We have been tracking the efforts to move towards dangerousness-based (as opposed to financially-based) pre-trial detention. This will be an update on both the national and state efforts on this issue.
h4. 2. Immigration (Susan Reed)
In late June, an equally divided U.S. Supreme Court upheld the injunction against the Obama administration's Deferred Action for Parents of Americans (DAPA) program. Susan will talk about the impact of the decision on state and national immigration policy debates and enforcement actions.
h4. 3. Juvenile justice update (Kim Thomas, MaryAnn Sarosi)

h4. 4. Michigan Civil Rights Advisory Committee to the US Civil Rights Commission—civil asset forfeiture issue. (Sarah Prescott)
h4. 5. Michigan Indigent Defense Commission (Jon Sacks).
On June 1, the Michigan Supreme Court "conditionally approved" the first four standards recommended by the Michigan Indigent Defense Commission. However, the Court's approval requires the legislature to revise the statute creating the Commission by December 31, 2016.
